2011 Combined Federal Campaign
AAFEA, Inc. is pleased to participate in the 2011 Combined Federal Campaign (CFC). The Combined Federal Campaign runs from September 1st through
December 15th, providing federal, postal, and military employees an opportunity to support AAFEA and other eligible nonprofits through workplace
contributions.

AAFEA Membership
AAFEA membership is open to active and retired federal employees (including military) in grades GS-13 through SES
(or equivalent grades). Annual dues are $125.00 for members of the Senior Executive Service (SES) and $100.00 for all other grades.
The membership year runs from 1 January through 31 December. Membership entitles you to participate in membership meetings, receive
electronic copies of meeting minutes, senior vacancy notifications, and career counseling.

AAFEA 2012 TRAINING WORKSHOP
Registration Opens January 1st!
AAFEA is pleased to announce that the Honorable John Berry, Director of the Office of Personnel Management (OPM) has agreed to speak at
the 2012 AAFEA Training Workshop.
The 2012 AAFEA Training Workshop will be held April 30th through May 2nd, 2012 at the Newport News, Virginia Marriott at City Center. The
workshops will start promptly at 12 noon on April 30th and continue through 12 noon on May 2nd. Registration begins January 1, 2012.

FEWER, SMALLER SES BONUSES
The number and average amount of bonus awards to SES members decreased in fiscal year 2010. The Office of Personnel Management reported that
due to fiscal considerations, "agencies have become more selective in determining the number and amount of SES performance awards they grant."
The percentage of SES members receiving bonus awards decreased slightly from nearly 79% to approximately 75%. Further, the average bonus award
decreased by approximately 12 percent.
OPM attributes the decreased awards to fiscal concerns. OPM also cited "more rigorously appraised executive performance,” noting that
the percentage of SES members rated at the highest level on their evaluation decreased 2.6 points in fiscal year 2010.

PAY FREEZE REJECTED
A bill that would have extended the federal pay freeze was rejected by the Senate earlier this month. The legislation provided for a five-year
pay freeze for federal employees. The legislation would have also downsized the government, replacing every three workers who leave government
service with one new hire.
The proposed legislation - Senate bill S. 1931 - was defeated in a 20 to 78 vote. The bill was opposed by federal employee unions and the
Obama administration.
