Statement by
William A. Brown SR, P.E., HAIA,
National President, African American Federal Executive Association
Concerning the introduction of the
“Senior Executive Service Diversity Assurance Act”
by Congressman Davis and Senator Akaka
October 4, 2007
“On behalf of the African American Federal Executive Association I would like
to thank and congratulate Congressman Danny Davis and his Workforce
subcommittee and staff and Senator Akaka for introducing this landmark
legislation. Our government has approximately 6100 members of the senior
executive service but only 200 of these members are African Americans.
Approximately 70 to 90 percent of the 6100 Senior Executives will retire in
the next ten years. This legislation will ensure that as our nation seeks to
replace these individuals, the selection process is fair, consistent among
federal agencies and that minorities and women who are both underrepresented
in the SES are considered and evaluated against the same objective criteria as
others. I am confident that with passage of this legislation our nation will
rise to the occasion and make the Senior Executive Service representative of
the mosaic of America.
Our country needs and deserves the best talent that our nation produces. We
have minorities and women who currently have the education,
the training, the experience and the desire to serve our nation in the highest
positions. This legislation will ensure that those who have been traditionally
overlooked have an opportunity to make our nation a great and inclusive
society.”
